how do i fix the weird pigmentation around my lips

ok so my lips arent that big its a close up image and this was taken after i paired it with sm lip balm and tiny concentration of hydroquinone.


is it safe for long term use? ill stop after a month anyway. has anyone seen result from the combo? is there a better alternative w/o surgery or laser
