How do I fix these lips?

Sorry for low quality picture my computer camera is not good and my phone camera broke a long time ago.
Downturned low iq lips. Protruding philtrum because my teeth are pushing out. I think I have a small palate because when I put the tongue on the roof of my mouth and clench my teeth my bottom row of teeth graze my tongue a bit. What can I do to have neutral lips?
The lines are IPD.
