theres one thing you can do, you can get a job early and get money for your trimax when you turn 18, you already have braces so that wont help and will prolly make your maxilla recessed more and your mandible a little more forward grown, best bet right now is MARPE (pallet expander) and pray

this is horrible advice MARPE only expands the maxilla, all this would do is make his overbite worse and fuck up his facial symmetry unless he has a narrow pallet
