First of all you need some leads, i would suggest having some kind of proofs that your agency is legit and brings results, what i would do is always offering a 3/7 days free trial where you get in a call with the business owner explain him all and breaking all the points and whats gonna happened in those days, you need to be invested and always schedule calls and make him feel like a partner, not just a client, help himwoth everything related to the marketing part and actually be invested in his project so he'll feel the value you're bringing, you should aim for small jobs and small businesses that aren't making more than 10k in revenue monthly and aren't running fb/tt ads, the more you try the better, it will defo be a long run don't expect it to work in few months might take up to a year if not more, be consistent and if needed seek help
