how do i get chicos hairstyle in this video? i need to know how to use a comb, air dryer, brush, hair styling products to achieve this

how do i get my hair sticking out and pointy but still above my forehead and keep it in place like chicos hair here? I have same length hair but I just cant get it styled in the way it did here.

i keep getting a quiff when i comb my hair upwards so it doesnt fall on my fringe, its not sticking straight out like here

is there a name for this hairstyle?

what technique do i use to get it pointy like that? When I brush my fringe hair upwards it creates a quiff, when i brush the top of my hair back towards my forehead it falls back onto my fringe
