How do I get lips to stop being dry all the time?

So my lips are genuinely dry all the time and sometimes even break out in the corners from time to time. Recently I have been trying to drink more water, brush my lips with my toothbrush and apply vaseline to my lips. However, they are still somewhat dry. Any help would be appreciated
