You can try these method , it worked for me.
Easy Ways: ( Free ) From personal experience

1. Following mutual friends accounts ( through your mutual' followings and follow them )
   

   90% of them will follow back , and later you can unfollow few of them ( don't do mass unfollow or else your account will be shadow banned , Maximum 10-20 per day)​

2. Post at least 2-3 posts that include your face , life or activities you do.
3. Make the account private , so people follow back to see who you are.
4. Make sure to have a Normal pfp
   

   ( your face , any picture of yourself even if your face not visible. )

5. Have a good bio
   

   (ex.: 23M )

   and decent username
   

   (ex.: `@joe.adam / @joe.a.doe / @j.doe / @john` / @jhvndxe` )

   Anything that is unique.
