How do I get the stuff to make ru 58841

I heard premixed ru 58841 is bad because it degrades really quickly (not sure if this is true, let me know if it is). I want to make some ru 58841 using the powder but I need Ethanol for that. I’m 17 how do I get Ethanol. Or is there a way to make this without Ethanol

they use ethanol in making perfumes go ask them for the source and buy it from the provider
