Press on the username of the person you want to dm and press start conversation. If you cant see that button then I think you just need to have 100 reps but im not entirely sure

Pretty sure you need some minimum post count to be able to do that. To PM, just click on their pfp and you will get two options “Start chat” and “Start conversation”. I recommend you use “Start conversation” because the chat system sucks compared to the PM system.
