Buzz cut ain’t the issue u need some extra bones, do MARPE if possible from a bite standpoint, also try peptides and raids if u want to, HGH or cjc dac+ ipa, test and anavar will give extra bone volume in cheekbones and chin kinda like what bojack did

You could do all these exercises but at the end of the day it's just bodyfat man, but you can try do to chin tucks, neck curls (without weight because neck responds better with high reps) and you can do the following method:
1. Add pressure on your forehead while sitting next to the wall
2. Move your head forward
3. pair it up with chin tucks
So basically chin tucks with extra weight and make sure you feel a burn so that you know that the hyoid is being targeted
