How do u make an alt and get away with it?

change your ip, make the account, chage your ip again so you can use your main, and the use your alt with a vpn only
or make the account on another ip, you can ask a friend to do it
using a vpn to create the account wont work, neither will public wifis i think
also mods can see the device youre using so maybe you should change that too
