Topical finasteride does affect dht levels, both in the scalp and systemically. Your dht is still going to be lower.

Nope it just blocks off the dht from binding to the receptors in the scalp. Roiders use it all the time it's the only way to stop balding on dht derivatives

You can try RU58841. It blocks receptors on your scalp from DHT, while not blocking it in your whole body
