compact orbitals with decent orbital rim projection - this will give you no scleral show or uee and a narrow eye opening
then you need aegyo sal which is a pocket of fat found in the lower eyelid

combine those two things and you get that eye area when smiling

he just has an abundance of aegyo sal
if you wanted to remove this then i guess he could get a liposuction of some sorts to remove the fat in his lower eyelid

IDK, if you're smiling at all then no, it needs to be very visible even when your face is resting. Look up face pics of Chico when he's resting his face and you'll see.
