How do you actually fix dark eye circles?

I'm 20 years old and all my life I've had massive genetic purple circles under my eyes. Strangers are always asking if I'm ok and why I look so tired. I have tried so many things to fix it but nothing has ever made any difference whatsoever.

Here's a list of things I tried that failed:
Cold spoons
Teabags
Cucumber slices
Caffeine eye cream
Volufiline
Ice
Tanning
Sleeping more
Gua sha
