How do you actually pull girls into bed?

I'm 16, surrounded by girls, no problems talking to them, I could start dating any of them pretty easily. But I can't close the deal. I don't even kiss them. Why the fuck do the girls I actually like act like queens with inflated egos, while the ones I'm not really into start asking by day two of texting, "What would you do if I kissed you on the first date?" Guys with experience, give me some basic tips at least
