Your balls havent even dropped yet so wait for puberty to largely enhance eye area,

Start shaping your eyebrow with tweezers & apply topical minoxidil if your wanna make them thicker. Your brows already look dark but u can consider bear dye and dye your eyebrows darker aswell, especially for the less dense regions of your eyebrow. Then use an eyelash curler to help with uee, and eyelash growth serum.
