They should just make it legal in the US tbh, it being illegal is what makes it sketchy. Apparently you need references and /or send in your ID or some shit? They basically need to screen you. That sounds sketchy as fuck. You're potentially sending your identity right to the hands of criminals.

I'm pretty sure it doesn't work like that at all in the UK, Europe, or anywhere else where it's legal.
