How do you style your hair wavy/curly without them?

How do you style your hair like this without natural curls or waves? Anyone have any good product recommendations. Considering getting a very low strength korean perm to imitate this look but not sure.

my hair is straight with slight wave. it is long so might not work the same for you.

sea salt spray works okay but it personally dries my hair out too much

when hair is wet make sure you put some shit in it, i put mousse in but you could use something else if your hair is short like a wax or gel and then use a hair diffuser attachment whilst tipping your hair down into it. it will lock some wave and curl into place
