How does one know what facial features to improve and haircut advice

Where do i start improving and how does one know what areas to improve? I did measurements on my face using gimp but no idea if that really the best way to know what to improve on. Also any haircut advice is heavily appreciated idk if i should keep my hair relatively long, cut it short or grow it out even more
