You can't just target bf in one particular area, it all happens throughout at the same time. If you have naturally chubby cheeks then it's over for you unless you do buccal fat removal, etc

Being skinny doesn't mean anything, you need to check your bodyfat percentage to really know, then after that you can diet/gym, drink a lot of water, lower sugar and sodium intake. Multiple methods:
1. I haven't done it but dexa scan is pretty accurate, just make sure you don't eat or drink 2 hours before
2. You can use bodyfat scanners at the gym but they can be off by like 6-8% or even more
3. Post a pic and let users rate
