Longer PFL makes the eyes look closer set, particularly if the medial side of the eye is long. This is why lots of slayer eye areas have higher ESR.

IPD is important, but I don't think it's something people really pay attention to when they're judging how far apart a person's eyes are. The reason I say that is that it's pretty hard to judge ipd by just looking at someone's face. If the question is whether pfl makes eyes look closer or farther to/from each other, I think the better measure is the ratio between inter-canthus distance and pfl. By that logic, higher pfl would make a person's eyes look closer together, assuming icd stays the same.

But The inner scleral triangle should be in good proportion to the intercanthal distance.
