ive been gymmaxxing for a while now and ive noticed that my shoulder and arms are really huge but my chest and back look like i havent seen a gym since birth, especially my back.
Is it just genetics or do i have to wait for my cut to notice my back and chest gains?

You talking about shit like this? It usually happens to people that blast steroids before learning how to lift with correct form and in addition to that, have bad chest genetics. Most newbies don't bench with their chest, they do so with their arms. And so when you start roiding like that, naturally your chest becomes under developed. It's very common in newbie roiders
