Dude get a posture brace and do some upper arm work first, then the rest. Your neck is very thick so it makes your arms look noticably smaller, but having a thick neck is good so just try and make your upper body match. Also, seriously, work on standing up straighter. Maybe get some orthopedic inserts for your shoes, looks like you hold your weight more heavily on the right side over the left and that could effect your walking as well as your posture. Posture over everything. And never take a moving picture like that again.
