you'll pretty never see any european with these kind of lips that hasn't had fillers outside of the southern european coast where they all have admixture, but of-course there's random mutations that can occur, similarly there's blue eyes in every part of the world but it usually doesn't spread through the population, it still occurs as random mutation.
