Sorry buddy but that’s a recession of your infraorbitals which are made up of your cheekbones and maxilla tho you could put retinol under you eyes which won’t completely fix the problem but it will help with colour making it look more blended in with the rest of your face over time or at least that worked for me oh and it can actually thicken the skin under the eyes too

You cant fully remove them since they're caused by your bone structure, retinol helps a bit
