How much does it effect your smv? What's the cutoff for pencil neck and chad neck?

My neck is 13.4 inches in circumference. I think it's on the bad side, especially since I have 2 FWHR which makes it look even smaller.

However I feel this could look incongruous with a thick, trained neck.
