waist 82 cm
hips 98 cm
Quads: 70cm

It doesn't matter my hips are dead average but my waist is a cable, that is what makes you a hipcel, proportions not absolute size.

Check out Mike Tython's size, his hips are wide as fuck but his core and shoulders are too. He's a potential hipcel but imagine if his waist was 67cm like mine

Same here. When I was fat, my waist was wider as well and it looked better proportion wise, but obviously being high bf is no option.

I never really trained obliques, however is probably the only way to get a wider waist while being lean. This polish strongman has very developed obliques (side abs) and it makes his waist very wide. It is mostly genetic, but it seems that strongman training can actually make your waist a little wider.
