How is one eye apart measured?

Creating attractive measures it to the end of the eyelashes but what if they point downward, not connecting to eyes and destroying the illusion? Do we still measure to end of eyelash anyways? For example in this pic of simonas pham if u count the ends of eyelashes his eyes are 1.13 eyes apart but if you only count the connecting ones it's 1.28-1.3

That's why you use IPD, consistent across anyone and is considered the norm.
