How is school food so bad

I swear they have to produce it to where it has some sort of intentional flaw for each meal. Any time a school lunch looks normal there is something off about it with the taste, texture, etc. I know it is cheap and mass produced but how on earth do you make a piece of breaded chicken taste nasty? In middle school they used to give chicken sandwiches with boiled chicken that was such an unnatural white shade it looked fake. It was like this image but probably 3 shades whiter:
