eyebrow, I haven't used it for eyelashes, but they will grow regardless because it goes systemic to some extend.

eye lashes are more sensitive than beard or scalp hairs I've noticed. I would say 2 to 4 weeks. Just do it daily it is 3 sec work and stop thinking about it.

The results are permanent for life once the vellus hairs turn fully dark.

As for how long until they go terminal (permanent), it depends on how your body responds to minox.

Not everyone is a fast responder who gets permaresults in 3, 6 months.
There are people who had to apply day and night for 2, 3 years to get permanent results.

But $500 of minox is still way cheaper than $10000 hair grafts and beard implants which is why this route will always be popular no matter how tedious and time-intensive.
