How long should I do icehooding for? When should I start seeing results?

It can. it's called popsicle panniculitis.

Definitely one of the most legit methods, if not the most legit of all, to get hooded eyes (reduce UEE).

but the results wear off after sometime of not doing it, right?

isnt there a protocol to make the results permanent or with minimum maintenance? like do it everyday 5 minutes for half a year and then only do it once a week, or even only doing it twice a week from the beginning
