In case of bulgy eyes due lack of sub orbital support.In order to qualify for a LeFort III you will need atleast some degree of exophthalmos. Otherwise expanding the orbital volume will have bad effects on globe position.
which modification is best depends on many more factors than just downward growth. Would have to see pictures.
