The angle of that photo is terrible and not doing him any favors. In addtion to that, it makes his upper-eyelid exposure (which he has some) look ever worse.
Aside from that he has negative canthal tilt, a small mouth, short mandible, probably a slightly recessed chin as well, and shallow cheekbones. His shoulders look a bit narrow too, but it could be the suit.
Overall he's about what to expect from the average 5/10 non looksmaxxed normie. Low- mid tier normie, depending on height. If he's shorter than 5'10, then he's low tier, if taller than 5'11 he's mid tier.
