My philtrum length is 16mm and ideally I want it to be 13-14 mm . . . this would also make my chin length : philtrum length of 2:1 much better.

I'm not exactly sure how much the philtrum length will affect your looks. I think ratios are more important, and according to some sources 16 mm is average for a male.
