If you don't plan on actually living you just need enough for monthly rent, utilities ( can resort to electricity and Internet only as showering is not necessary for rotting), basic subscriptions ( PH Premium, Netflix, WoW Game time), around 1500-2000 kcal a day ( you can just just get a bunch of rice and some frozen vegetables for dirt cheap and eat only that 3 times a day). Also you might want to consider moving to third world if you plan on doing that. For example in EE you can get all the above for 300€/monthly if you try hard enough.
