I don't think race is determinative without also taking phenotype into consideration. A blonde blue eyed Norwegian is "white" which is the same race as a Dark Haired dark eyed Italian. However different phenos. North East Asian has different features from Southeast Asian. But both considered "Asian". A South Asian from Pakistan has different features than a Dravidian. A lightskin black guy from carribean has a different phenotype than a ugandan. Your pheno also plays a role in whether you will have to pay race tax, if any.
