How much of blaming everything on a certain group of people

eg. Jews/ Indians/ Arabs etc. is ingrained? Im not even talking about in group/ out group bias here but the feeling of being unhappy/ dissatisfied with life can easily lead to blaming everything on a certain group of people. Goebbels was a depressed chinlet, and Hitler was a failed artist whose dad didnt give him attention. These arent great setups for life and can easily lead them to blame everything on a single thing(Jews are esp. convenient cos theyve had stigmata since they ever entered Europe).
