Title, when I try to jut mandible forwards, you can see muscles of my face contracting, therefore it can easily be noticed that I'm jutting,

let alone trying to speak,

You won't be able to. Just get jaw surgery, I use to jaw it and it looks retarded, it gives off an inbred look. Don't do it.

Don't do that. I made it a habit to conceal my protruding upper lip and it caused me chronic TMJ problems, muscle pain and articulation difficulties. I will stop doing it immediately when I've had lip reduction
