How over is it for my frame? what can I do to fix bottom 5% body/frame?

It’s my biggest insecurity, I eat as much as I can afford and I don’t gain weight, I genuinely wouldn’t wish this shit on my worst enemy. This makes me want to rope and I workout 3-4 times a week. What can I do? I probably have bottom 5% body and my hips are also something pushing me over the edge
