You need to be somewhere where people are also pressured to make friends, so in school, but by that I mean for example when everyone is entering university in a new city and they are desperate to establish a social circle.

Yep, once group-forming time passes its much harder to get into the group unless you have something exceptional to offer such as looks or money. In all of the social circles ive been, both in high school and university, i was always one of the first in the circle while it was forming. Ive acquainted with 2-3 guys, they invited other people with us, both male and female, than we started regularly going out and socializing and bam - social circle of 5-6 people was formed. Those that tried to join later either had to be very fun to hang out with or rich (they would give us ride in their expensive car, invite us to private parties etc.) Generally we never accepted other men, they could tag along every now and then but they would never get invited every time.
