Use youHodler they accept Paypal and it is Peer to Peer so no ID required.
Or buy from a centralise exchange like coinbase and then use swap services to swap it into Monero and then back into BTC. The new BTC will not be linked to you and thus is private.

What I do is I go to a drugstore, purchase some paysafecards with cash and exchange it for crypto w a exchanger.
I use exodus wallet (free and they dont want ur name or id or anything)
