are they like chapped with lots of dead skin? what I do during the winter is brush them with my toothbrush and cold water to exfoliate and apply whatever moisturizer you use directly after. try doing it every day even twice a day if needed and any dead skin / excessive dryness should subside

the issue with most lip exfoliants is that they're really gentle so the toothbrush does a good job due to the roughness of the bristles. also make sure to stay hella hydrated cause that can cause your lips to be excessively dry
