How to apply moisturizer without getting bumps

Whenever i apply moisturizer of face i get tiny red bumps on face a few days later is it due to clogged pores, but is skin is dry af to the point i see white sheds on skin

Need to exfoliate to get rid of white sheds and maybe tretinoin for red bumps?

I think maybe i need to cleanse my face with facewash then apply moisturizer and also it can be because i touch my face so much

Maybe then, try not to touch your face so often your hands gather bacteria like a shitty toilet paper wipe. Also don't forget to drink enough water to hydrate skin
