How to Ascend my Eye Area?

I know my eye area (and face in general is terrible), but can someone tell me what’s wrong with my eye area and how to fix it? Should I shape my eyebrows to be straight? And should I start taking oral minoxidil for my eyelashes?

Thank you I don’t wear contacts, should I start? To have a lighter eye color like green or blue? Isn’t that just cope?
