how to deal with insecurities

My mom just told me that my insecrities that I had since childhood were my fault because I didnt stand up to the people treating me like shit / bullying me (starting from age 3-5). Is she right, was I supposed to be confident in myself when everybody around me was constanly humiliating me and nobody was by my side showing me that they´re wrong or how to deal with it?
