Avoiding them is the best option. But if you can't do that then you gotta confront them. You need to bring the conversation from being implicit to explicit by pressing them with total conviction that they're being assholes. They will deny doing anything wrong and try to laugh it off like you're crazy but you gotta continue pushing until they break.

Say things like "why are you trying to make me look bad?" "do you think your passive aggressiveness is clever?" "you try to seem affable but everybody can see through it", "If you don't stop go into the conversation with you already having decided that they truly know what they're doing. They'll say something like "Uhm are you okay?", "You're acting weird I haven't done anything to you". Just continue pushing like "Why are you treating me like shit?, "Do you think you can get away with it just because you're being passive agressive?", "Do you think I'm retarded?"

Don't say things like "I feel like you're being mean to me", "I just want to check if you and I have any problems", don't be friendly. That gives them an easy out where they can deny any wrongdoing.
