How to do peppermint oil without r8ping myself

Bought 100% peppermint oil and coconut oil for eyebrows. What percentage should i dilute to? can i put beef tallow over the area afterwards?

Peppermint oil in itself, is way to strong to not dilute. May cause some small burning on skin, using 100% Peppermint oil
