If you make a habit out of this your neck will grow very quickly

Im sure you could do this just once per day and your neck would still grow.
 
I do neck curls on a bench with weight plates on my head.

What he is doing is useless, there is no resistance, no gravity forcing the muscles to adapt to stimulus.

With this method I grew my neck from 14.5 inches to 16 inches (both flexed measurements) in only a few months. I'm now trying to get it to 18 inches. At 16 inches already you won't have a pencil neck.
