Unfortunately this is true, cowlicks are caused by ur follicles growing in a different direction and you cant really permanently fix that.
If you dont want to change your hairstyle, you should try things like pinning those hairs in the direction u want it to go in while diffusing or using products to keep the hair in place maybe those will work, but overall fixing it permanently is impossible

it doesn't really seem like a flaw at all to me but my opinion doesn't rlly mean shit so the closest thing that ive had to that is just purposely combing my hair the other direction while it was still wet, and when i tried moving it back my hair was just stuck in a retarded position until i showered again
your hair doesn't really look too wavy so if i were u try to just let it air dry and comb it to the direction u want it to be in, i don't believe this will work the first time because your hairs usually like this but if u do it constantly im sure u can fraud it to look the way u want it to
