Decompression and canthoplasty along with possibly orbital rim inplants. Obviously posting pics will be the only way to diagnose the issues.
Could also be a case for
Orbital floor implant IF u have asymetrical maxilla AND the smaller eye is located on the more collapsed side of the face, then orbital rim implants.

Yes, do the skeletal work before working the eyes. Advancing the maxillomandibular unit can change how the the upper maxilla AND the eyes are pecieved. The more the jaw is advanced, the smaller the eyes MAY look.
